Schools in contracting authorities want MIS solution in tender worth up to £50m

East Sussex County Council has issued a tender worth up to £50m for the provision of a management information system (MIS) solution for schools.

The council has issued the tender on behalf of itself and contracting authorities including Kent County Council, Surrey County Council and Brighton & Hove City Council for schools within each council that comply with the Janet Connection Policy (which has now been updated to the Janet Eligibility Policy).

The Janet network connects educational institutes and research councils, and the Eligibility Policy encourages institutions to focus on the growth in business and community engagement activities.

The council is looking for operators that have a track record in providing management information system solutions.

In the Official Journal of the European Union notice, the council states that the requirement of the contract includes – but is not limited to – areas such as programme creation and maintenance, timetabling, attendance, administration of learner examinations and vocational qualifications, management of learner and tutor details, enquires and enrolments and financial management.

The notice states that the supplier would have to provide installation services, operator training, support and maintenance services, comprehensive reporting and data analysis and a dedicated facility for training staff using anonymised data.

The aim is for schools to be able to plan courses on the system for the 2014-15 academic year by December 2013, with the system being fully live prior to the ending of the current academic year.

The four-year contract is covered by the Government Procurement Agreement (GPA), and is estimated to be worth between £2m and £50m.
