Simon Bullers

Simon Bullers is the Chief Technology Officer at the Bank of England, where he leads the organisation’s digital transformation agenda. As the Bank’s first CTO, he plays a critical role in aligning technology with long-term policy and operational goals, introducing innovation through emerging technologies including AI and automation.

Simon is known for building high-performing teams, strengthening vendor partnerships and championing an inclusive, forward-thinking engineering culture.

Simon brings over two decades of experience in financial services to his role, having held senior leadership roles at Virgin Money, Hastings Direct, Lloyds Banking Group and BlackRock. He has consistently delivered enterprise-scale technology transformations, from large-scale cloud migrations to digital workplace modernisation.
