Ed Garcez has been at the top in local authority IT for 14 years, after cutting his teeth first at Parity Consulting and British Airways. As Tri-borough CIO covering the councils of Hammersmith & Fulham, Kensington & Chelsea, and Westminster for almost three years he managed a budget of more than £40m and a team of 150 as they worked to coordinate IT across the three boroughs. Since November 2016, he has applied this experience as chief digital and information officer across the three boroughs of Camden, Haringey and Islington, implementing a shared digital service under the target operating model.
