What does the nominee consider her biggest achievement to date?

Emma excels at spearheading successful digital projects and programmes within the City Council, effectively bridging the gap between senior stakeholders and technical teams. In her role as Digital Programme & Product Delivery Manager, she skilfully navigates the complexities of introducing modern digital solutions into established council operations, processes and workflows.

A key aspect of Emma's success lies in her ability to bring people along for the journey. She understands that digital transformation isn't just about technology; it's about fostering a collaborative culture and securing buy-in from all levels. She achieves this through enhanced communication and status reporting engaging with the teams that currently have inflight projects, ensuring transparency and keeping everyone informed of progress and challenges. This includes inviting stakeholders to sprint planning and wrap up meetings, so they have a real stake in the success of the project.

Emma establishes clear project management standards, processes and guidance, demystifying the digital landscape for non-technical colleagues and providing a structured approach that builds confidence and reduces resistance to change. What is the most significant challenge the nominee has overcome?

Having worked in the private sector for a number of years, Chelmsford was lucky that Emma agreed to come onboard. The most significant challenge she has experienced is trying to make the Council more commercially aware, which can involve things like cross charging, resistance to change, etc.
