Liverpool City Council seeks financial management system

Council wants system to help it to cope with significant reductions in budget and resources

Liverpool City Council is looking for a financial management system, which will help it to deliver the same amount of services, if not more, than it currently does, taking into account that it will lose around a third of its staff.

The council said it has been facing significant reductions in its resources since 2010, and expects further reductions, with a target of saving £156m from a £500m budget over the next three years.

It said it needs a solution that covers all areas relevant to local government financial and procurement management such as budgeting and forecasting and supplier management.

The Official Journal of the European Journal notice, states that the solution must provide automation at each stage of the process, and that management information must be available at transactional levels to support business managers making decisions. The reports must therefore be available in analytical and graphical formats using software such as dashboards, it said.

The council wants the solution to integrate with its existing Oracle HR and Payroll system, and other non-ERP ‘feeder' systems.

It said it was looking for a "collaborative style of approach" from the supplier in order to deliver the vision and objectives of the council.

These objectives include raising revenue where possible, generating procurement savings, enabling paperless processes, and ensuring there is automation at each stage of the process.

The tender is split into two lots; the first is for the provision, implementation and support of a replacement finance and procurement ERP system. The contract for this lot is worth between £1.5m and £4m, and the length of the contract is 27 months. The second lot is for a supplier to upgrade or re-implement the current SAP ERP system. The two-year contract for this lot is worth between £1.5m and £2.5m.

The contract is covered by the Government Procurement Agreement (GPA).
