Norfolk & Suffolk police forces sign £3.75m outsourcing deal with Capgemini

t-Police solution will improve efficiency and cut costs, say constabularies

Norfolk & Suffolk Constabularies have signed a £3.75m outsourcing deal with consulting and IT services firm Capgemini.

Capgemini will supply, implement and support a new enterprise resource planning (ERP) and duty management system (DMS) in a solution that it already provides to other police forces called Transform Police (t-Police).

Phillip Clayton, assistant chief officer for Suffolk Constabulary and the man tasked with responsibility for the joint programme, explained that Capgemini was selected as it offered a solution that would be easy to transition to, and would help it to make savings.

"We chose Capgemini as we felt it offered the best value solution that meets all our requirements. Capgemini's t-Police is already built on proven solutions which are templated against police services, so we are confident the transition will be smooth," he said.

"As well as the cost savings, this agreement will also improve the quality of frontline service delivery as it will help reduce the time our officers spend on admin."

Stephen Bett, police and crime commissioner for Norfolk, claimed that the solution would cut down on administration and free up police time.

"This is yet another example of collaboration between our two forces in action and will help both be more effective and efficient," he stated.

Tim Passmore, police and crime commissioner for Suffolk added: "This new system will positively redress the balance of staff time spent on the frontline and on administrative tasks."

Cheshire and Northamptonshire Police were the first to implement t-Police in 2012.

Capgemini states that t-Police is a shared service solution that incorporates back office areas such as HR, payroll, finance and procurement as well as IT transactional services, training, estates and stores management and logistical support.
