NHS NSS on the lookout for suppliers to provide intelligence case management system
System to be used by the counter fraud services
The NHS National Services Scotland (NSS) has issued a tender for the provision of an intelligence case management system for use by the counter fraud services.
In the Official Journal of the European Union notice, the NHS NSS said that it wishes to procure the system that will be used by a maximum of 40 investigators and support staff.
The system should ensure that the counter fraud services can effectively collate and manage all investigation information including initial allegations, witness and suspect materials and other evidence.
"The repository therefore needs to be able to bring together and manage dissimilar information in various formats," the notice states.
In addition, the NHS NSS wants the system to allow the counter fraud services to be proactive in its attempts to identify possible fraudulent activity by identifying and classifying information as ‘intelligence'. Intelligence information should be searchable and facilitate investigations.
The contracting authority emphasised that the intelligence data is bound by national governance and must be compliant with security and data protection guidelines.
NHS NSS said that the system should be accessible through PCs running a range of operating systems and web browsers including IE6, Firefox or equivalent, and that it has to be secured through authorisation and authentication. The provision of software, support for system implementation, documentation, consultancy, training and ongoing application support is all required from the chosen supplier. The system will be hosted by the NHS NSS, but the contracting authority said that it would make a final decision on this after a review of the supplier proposals.
The contract is covered by the Government Procurement Agreement (GPA) and has an estimated value of between £150k and £300k. NHS NSS has not disclosed any information about the length of the contract within the notice, but does state that it is not subject to renewal.
