Civil Service culture versus shared services

When the traditional complacency and incompetence of the Civil Service is pushed into any form of combined or shared service then it is doomed to failure without a disinterested arbiter to forcibly make it work (National Audit Office criticises shared services arrangements).

In each of the departments are many civil servants all determined that it won’t be their small part of the empire that goes into sharing mode with the consequent job losses and reduced promotion prospects.

Until civil servants are forcibly made to improve efficiency and eliminate waste and bad practice then there will only be token response.
