Government CIO Joe Harley announced his retirement this week, shortly after deputy government CIO Bill McCluggage announced he would be moving into the private sector. Without these two key figures in charge, will the government remain committed to its ICT strategy?

71% think its either going wrong or destined to fail.

That is the story of government IT. Retirement is one thing, but jumping ship for another employer part way through a major project smells a funny colour.

Either that, or as usual, government was listening to the consultants who promised unachievable 'cost savings' their own technical management told them weren't real. And as usual the politicians regarded IT management as obstructive - there is no glory to be had in running a project you know is going to fail that your boss has already made clear he's going to blame you for.
