Full competition in the electricity market has been delayed by at least five months because of the failure to design, test and integrate computerised settlement systems in time, writes Jonathan Lambeth.
A report by PA Consulting, advisor to the electricity regulator Offer, has smashed government hopes that the domestic user market could open up to full competition by the original April deadline.
Energy minister John Battle will meet industry representatives on Thursday to agree a solution to the crisis, but the report concludes that it will be at least five months before the initial four regional electricity companies can begin open trading.
A report by the department of Trade and Industry last year warned that delays and the increased costs of the settlement systems could reduce the savings to each consumer by up to #40 over 10 years.
