Bad news for surfers in the cold country, the Moscow Times warns. Telephone companies are beginning to phase out free local calls. The Moscow City Telephone network will start billing local calls in January once the billing systems are introduced - a decision which is expected to lead to a shakeout among Moscow's estimated 80 Internet service providers, as well as putting off a lot of home browsing.
