Newham Borough Council is launching a service that will enable citizens to book GP appointments, report graffiti and access local maps and travel information on their mobile phones.
The service, one of the first of its kind, is part of an effort in the public sector to shape services around citizens, rather than vice versa.
"This pioneering service provides a great opportunity to supply information in a personalised and convenient way," said Sir Robin Wales, mayor of Newham.
Visitors to the Mynewham.mobi portal can also access feeds including 118.com, find out local news, search for jobs and access bar, club and event listings.
The portal also includes a mobile social networking function that will allow any individual or organisation in the area to set up an online forum that can be accessed by members at any time.
The site was developed by SNT Mobile.
