The introduction of electronic ticketing on international airline routes is being held up by a dispute over the Warsaw Convention, which sets out airline liability for international routes on paper tickets. The use of electronic ticketing prevents this information being conveyed to passengers. As a result, airlines have been forced to limit electronic ticketing to domestic routes where the Convention does not apply.
