The contractors' tax reform IR35 was passed by the House of Commons by 345 to 203 votes, and by the Lords without a vote. This is despite other parts of its parent legislation, the Welfare Reform and Pensions Bill, being voted down by peers. Ecommerce minister Patricia Hewitt is urging the IT industry to work with the Inland Revenue on guidelines for the way the rules will work. She said it was 'essential that we close a crude tax loophole'.
