President Clinton last week introduced his National Plan for Information Systems Protection, to help critical sectors of the economy, such as telecommunications, banking and emergency services, to defend themselves computer hackers and terrorists. As part of the security effort, the President has requested $2.03bn (£1.23bn) for computer security infrastructure in his 2001 budget.

The plan is only the first phase of an initiative he outlined last year to create a critical infrastructure protection (CIP) capability for the United States.
