I work for the NHS, in IT, and I can assure everybody who read this article that the NHS could make massive savings without reducing the quality of patient care (NHS IT directors: Spending cuts will be detrimental to patient care).
I agree with the article that senior managers do not understand or value IT, but to be honest most of them don’t understand how to run an organisation either.
The real issue is “shared services”, or the lack of. Every trust, hospital, department of the NHS works differently. They have different processes, policies, training requirements, strategies and visions.
If the NHS took a more national approach (and the steer for this has to come from government) then the savings would mount up almost straight away.
