Dare I suggest that one of the biggest areas of expenditure is on outside consultants (Taxpayers pay up to 10 times more than needed for government IT projects). Most units within public sector bodies don’t want to make decisions themselves, mostly because they don’t want to be held accountable. It’s better to bring in an external “expert” who can take the blame if it goes wrong.
The majority of costs are never on the hardware or software, they are almost always on the cost of the people involved, both internal and external. The more people that you bring in from outside, the higher the cost will be – and there is no guarantee that the end result will be any better.
