How to combat IT ignorance

One of the problems I face as an IT manager is that my computer users don’t have the technical skills to understand what IT can offer or to specify what they need (IT sector must help schools). The solution I would propose is to move IT literacy into the junior school curriculum. At GCSE level I would like to see two new qualifications: IT and Software Engineering. The IT qualification would be a core subject studied by everyone. Software Engineering would be an elective subject.
