The Ministry of Justice (MoJ) has lost the 45,000 records over the past year, ranging from national insurance numbers and dates of birth, to job applications and criminal records.
In 30,000 cases, the MoJ decided not to notify those affected, saying it was unnecessary after carrying out a risk asessment.
The records were stored on storage devices including laptops, some of which were described as "inadequately protected", according to timesonline.
