Forest of Dean to undergo programme to improve services to citizens

Forest of Dean District Council is implementing a business process re-engineering project to help improve administration and deliver more efficient and effective services.

The council is using Northgate Information Solutions’ organisational re-engineering (OR) programme, a methodology designed for local authorities. The engagement of employees is integral to the model, as is the transfer of knowledge and experience from external partners to in-house teams.

The model is based upon strong leadership from the top of the council, including the chief executive and political leaders; effective and open communications with employees, ensuring that consultation and consensus are built into any programme of change and developing and enhancing in-house capacity to deliver future change management programmes.

Northgate is working with the council to identify the initial areas in the council’s administration that will benefit from the exercise.

Following the re-engineering process, a manual will be delivered to the council as part of the knowledge transfer process to support them in undertaking further OR activity in-house.

David Matthams, deputy chief executive of Forest of Dean District Council, says the change programme aims to help the council free up administrative resources.

‘The council is committed to continually improving its internal processes and also to developing the skills of employees,’ he said.
